I really hope my friend Mary can help: What is this? I believe it was made of brass and some kind of plastic. It looks a lot better in real life.
There are no marks on the cuff at all. It could be hand made, rather than mass produced - but this is based on my feelings and they could be really off.

Any help would be greatly appreciated.
