Does anyone know what this is? I found it in my great-grandfather's tool shop. I have found T handle drills, but none with the twist adjustment on the shaft. The bit does not want to come out, so I don't think it is removable. Any help would be much appreciated. Thanks!

Possibly used as a gimlet, (screw hole starter). Looks to be shop made, nicely done!! Could that be a water or air valve that was used as part of the body?? Regards, Lou
