have a small perfume bottle that has 24 different facets and still has perfume in it but there is no base or way to make it stand any info would be greatly appreciated

That dark perfume makes me think of Estee Lauder “Youth Dew” perfume which was my favorite fragrance many years ago. I probably still have some tucked away around here somewhere...had not thought of it in years till I saw your post.
I’ve never seen that little bottle but I will guess it was made for a lady’s purse so it has no need to sit upright and a lady would only need a dab or two to refresh the fragrance.
Maybe researching Estee Lauder perfume would be a starting place in your search.

I did some searching and came up with something u should look at:
It’s on Etsy listed as Antique Victorian Cut Crystal Perfume Flask/Vial.
They date the vial as 1900s.
Shop name is The EverlastingGarden.
