This is a Porter Microcraft set probably from the late '50s. It looks like the late modern style of the Lionel-Porter '60s sets, but there's no Lionel marked items or manuals. This possibly might have been made just right before Lionel bought them out around 1960.
Note the Uranium and Gold ore samples in pic. 2.
