      Beautiful brass ornate stamping! Definitely rhinestones...see the gold foil on the backs?
      Looks Late Victorian or Early Edwardian or Victorian revival? Sadly, one drop stone is missing, but does not take away from the beauty. These types of brooches were very popular in Victorian times, along with brass sash brooches that resemble buckles. This is just a guess as I collect vintage, not antique pieces. It is very beautiful and since this was your Mother’s, makes it priceless....
