This is one of the Treasures that I found at the Flea Market Today Saturday 09/19/2020. I'm not sure what it's normally called, but from the information that I got from the seller, it's a Victorian Lady's Silver Filigree Dress/skirt Lifter, a Lady wears this bracelet on her wrist, and her dress/skirt is hooked in the clasp, so she can raise her dress/skirt from the ground when going up, or down steps, or just off the ground! It may be older then Victorian, and may have been made in Spain or Portugal. I couldn't find anything like it, but don't know the real name of it is! :^D
