Unable to Identify, maybe Sterling China?

I'm researching my items that have passed down to me.. Unsure of what I have with this set. It was my moms and I know it was pre-70s. I believe the Sterling China comes closest as the flowers appear to be the same. Any help would be greatly appreciated
