I think it is some kind of liquor decanter. The head comes off. It's been around since i was a little girl (i'm 65 now). No one is left that knows
exactly what it is. I have scoured the library and internet and have found
nothing like it. I wasn't really sure what categories to list it in.

Tony Weller? A scotch bottle? The black & white suggests a brand of blended scotch by Buchanan's. There are many versions of Tony Weller in pottery. I have not seen one like this before.
Tony Weller comes from the Dickens book 'The Pickwick Papers.' He was the father of Sam Weller, Mr Pickwick's servant. They were cockneys who gave out their cockney wisdom to their seniors. Tony was a coachman and his wife Susan was the Propietor of the Marquis of Granby Inn in Dorking.
