How huge is it? Imho it's not an English piece - but I'm afraid I can't come up with an attribution.

No idea who made it, either. The numbers on the bottom are:
8 9 0
2
There is a loop at the top of the number 2.
I could not see any other marks on the bottom. I used imaging software to bring out the marks.
