So going thru a old cookie jar that was found in a place I bought.was a big mystery to what is was.turns out it was some old sewing part.

This thing has been tickling the back of my brain ever since I first saw it.
The best I've been able to come up with is perhaps that it's some part of a vintage sock knitting machine, e.g.:
