      It looks like an "extension ringer" though I don't recognize the exact model, someone else probably will. Essentially just an extra bell to be added to a landline phone somewhere loud like an auto shop/etc., so people could hear when the phone in the office was ringing. That red-stamped number is likely its date code. It should want to see ~80-90VAC/60hz to ring in most circumstances.

      I believe these are usually 28 v, but not positive in this case.
