    New Williams, pat dates July 13, 1893 and Aug 29, 1893. I have never seen a cabinet like this one, and is in very good condition, no plant pot watermarks!

      Somebody else here at CW posted a New Williams sewing machine in a similar cabinet (similar in overall design, as in a drawing room style, open side cabinet):

      They unfortunately wanted more information, but never got any (it was before my time, or I would have at least tried to help them).

      Their sewing machine head looks pretty similar to yours, except for the bobbin winder, which has that extra doodad apparently called a tension pad.
