I've never seen a treatment like that - like sand or different colors splattered on with a toothbrush full of glaze?? when do you think it was made and where?

Two quick questions: is its surface 'rough' to the touch, and/or is it 'reflective' at all?? I like it anyway about it..... :-) :-)
thanks AO. it's smooth to the touch - all baked on. not reflective.
