      Does the large round part turn? Maybe some sort of winding handle?

      Maybe part of a lap anvil which is missing it’s base.

      there is two little short prongs on the bottom part that looks like it must fit into something..

      Maybe domed anvils for jewelry making.

      My guess is that it is a valve lapping tool for automobile engine valves. Old valve s had two recesses in the flat part so the valve could be rotated back and forth with a polishing compound to make a good seal between. The valve and engine head

      credit to Motoolz on solving this one, I was only able to find an example online. just a note tho'; it always helps to have images showing the details and description of movement if applicable...
