Here is a Maltese (type) cross brooch designed y Jay Strongwater - NY (1982 - 2005).
Jay Feinberg founded Jay Feinberg Fashion Jewelry in 1982. He changed the name to Jay Strongwater (mother's maiden name) in 1990.
I would be considered vintage since the last jewelry collection made was in 1999, the company now focuses on jeweled table-top and gift items.
Some of the marks he has used included : { JAY FEINBERG } { JAY S } {JAY STRONGWATER } { STRONGWATER STUDIOS }

So 90s, so fabulous.
It doesn't appear to be bezel set to me. Especially viewing the pear shapes up close. The prongs are not even touching the stone. More of an ornate setting than structural. That said, I will research his items . Quite STUNNING!!
