you're correct; the design does appear to be wheel cut. This can also be called a tumbleup, tumble-up, night set and/or a guest set. This is also called Elegant Glass. I don't recognize the cutting or pattern.
Wonderful....it always piques the curiosity of our guests. This will be great to pass on to them.
