Favorite pen in my collection. Used twice only, and that was to see if the nib worked. The nib is unlike anything I have seen

Can someone tell me what type of pen this is? I know it is an eyedropper pen, it is engraved with "Quill" on one side of the pen.

I found this web page that might help you identify your pen: http://www.vintagepens.com/FAQhistory/waterman_numbering.shtml

      It's very pretty!

If not a Waterman, can anyone tell me the manufacturer of the pen? It was purchased 30 years ago, wrapped in tissue paper and in the box.

The nib is very different from any other I have ever seen. It has a what I would call a feeder on the top of the nib leading down to the point. No writing that I can see. I looked for a number on the cap; but there is nothing on the cap, except a small hole.
