      IMHO it's an inkstand. The two bottles for the ink left and right are missing. The covered box could have been for nibs and the middle space for the pens perhaps?

      DERBY SILVER CO - Derby (Birmingham) CT was founded in 1873 and became consolidated into Meriden in 1933.
