The Panama flag is red, white and blue, based on the US flag. Was adopted in 1904.
The Panamanian flag's colors represent the two political parties of Panama, the Liberals (red) and the Conservatives (blue). The white symbolizes peace between them and the equal division of the colors states that they both govern the country at different times.

So the card was sent in 1914, September 12.
The fair didn't open for five months on February 20 1915.
The post office was promoting the Panama-Pacific International Exposition (PPIE) by adding this extra postal mark, next to the date mark and cancellation.

Is that '1 cent green' an unusual stamp?

In maritime codes that flag is the letter "E" or "Echo".
But it also has two other meanings if it's on its own:
    "I'm altering course to starboard"
"The crew are at meals" (These days 'they are out to lunch'?)

Those two girls are sitting in/on a hand trolley/wheel-barrow or is it a keg barrow!
Perhaps he's changing direction with them and is moving to the left for lunch?

It looks like you could use the same card and put on other cities.
I wonder what the 095 refers to?

    Very interesting! Naughty and interesting!
