I have inherited a pair of commemorative scissors. They have an image of the Pope on one side and the words "Annus Sanctus 1950" on the other side. The handles are decorative. The printed name on them is Borshell Italy. They are not in perfect condition. My question is: are they collectable?

They are collectable if you want to collect them, that is always a loaded question. They were probably sold as souvenirs to travelers to the Vatican for a Jubilee Year of 1950.
"Pope Pius XII (Latin: Pius PP. XII), born Eugenio Maria Giuseppe Giovanni Pacelli (March 2, 1876 âe" October 9, 1958), reigned as the 260th pope, head of the Roman Catholic Church and sovereign of Vatican City, from March 2, 1939 until his death in 1958." from WorthPoint.com
