This is a British WW11 Rescue Workers helmet, I am not sure what AT stands for, this has been painted over an M, the M was for "messenger", A is normally for "ambulance", I can only assume that AT is for something like "ambulance transport". This helmet is fitted with a rescue workers light, powered by a battery fitted into the holder, which was then clipped onto the belt. The light was screwed to the rim of the helmet.
