    This is an antique car horn, pre-1910. Where the "mouthpiece" looking part is, there is a cap (I have the cap), over the cap goes a rubber squeeze bubble (I don't have) that the driver would squeeze and a honking noise would come out the horn. The mounting bracket would then be mounted to the car.

      Looks like a Herald Trumpet, not sure why it would have a mounting bracket though.

      It resembles a Herald Trumpet, except it would have a mouthpiece made for a brass instrument. This has a mouthpiece that holds a reed, like a woodwind instrument.
      AND... like you said, the mounting bracket doesn't make sense.

      After some external research, I found something...
      It looks to be an antique car horn, pre-1910. Where the "mouthpiece" looking part is, there is a cap (I have the cap), over the cap goes a bag-like pump that the driver would squeeze and a honking noise would come out the horn.
      Turns out all I had to do was a little bit more looking online and I would solve my own problems!
