A newer collectible type doll . Maybe 1980's . He could have been made in a doll making class as the painting looks like a non professional job. There was a craze in 70's and into early 1990's to get these dolls or make your own . he is not an antique but very cute :-) He has what we call fish hands that were common to kewpie dolls although he is not a Kewpie . The market for these dolls has fallen and nearly dropped off the edge :-(
