This is an action figure of Mario from the 1993 classic film. The figure includes the rocket boots from the end sculpted into the legs (second pic).
Found this in a bucket at a thrift store for a dollar the very day I started looking around online for a set of all of the toys. Given the chipping paint on this, I'm still looking out for them.
