Silver plated pot or what is it?

Helping in-laws get rid of some stuff and I don't really know what this is. Its a pot on legs that I think is silver plated stand with a glass bowl in the middle and has a lid. I took out the glass bowl so you could see.
Also, they had a thin plastic wrap on it and some of it is attached to it. Any ideas on how to get that off of there?
Any help would be appreciated.
