Here's a sign (license plate type) I bought at the local flea market. The guy selling it said the AGR (which are removable) stood for Agriculture. The copyright date on it dates it to 1938. I emailed the PA AAA, and they were unsure of exactly what it was and what it was used for. The only thing they could come up with is that it was possibly a promotional piece.
