    very little info. Purchased in thrift shop a few days ago, 20" high, round bottom 10" diameter, metal/plastic/rubber construction, holds 6 - 8" round dispensers, only 5 in place.

      It's a liquor dispenser, turn the bottom parts 180 degrees.
      The bottle goes in between the two parts, push your glass against the tabs & out comes an ounce of liquor.
