It was made by Owen Illinois glass company in 1978. The number to the right of the I is the date code.

10 means Libbey company.....
Mowgli, the (I) is the newer mark used by Owen-Illinois, who began going to that mark in the mid-1950s and changed over to it totally in the 1960s. 78 is their date-code for 1978. If that is a 9 to the left, that is plant-number 9 (they had about 23 plants over their many years of business). 10 is the mold code, just in case there was an issue with the mold so they could easily identify it to fix the problem. Owen-Illinois was the biggest and most wide-spread glass company in North America, and they saw many bottles go all over the world.
