I aquired these a few years ago and have no idea what they are. My first thought was that they where used on horses feet in parades or such. They reminded me of something that the Shriners might have used because of the symbols and lettering on them. Please help identify. Any help is greastly appreciated.

Arabic writing-- the bottom of each has 4 numbers:
Bluish Green one: "1520"
Red: "1980" and "1521"
I cannot translate the writing.
