      I am no expert and could be wrong, but that looks like a signal light. Toplicht is a German co. and was founded in 1981. Their products are mostly for traditional ships and classic yachts. Even some of the newer one made today still resemble yours. You can see them at http://www.toplicht.de/. use Google so you can translate to English. Nice lamp, I would have that lamp hanging on my patio.
