I am just a beginner in antique photography and have a lot to learn. I believe this is ambrotype. Is there any safe way to remove what looks like dust on the inside of the glass? Or is this just the photo itself degrading some? Any help would be appreciated.

You can clean the COVER glass, but do NOT touch the image glass. Any contact with the actual image will wipe away the image.
The same is true of a daguerreotype.
If you turn the image face down and lightly tap it on the palm of your hand the image will come out. A pen knife can also be used to remove the image.
Once you have it out of the case, look at the back of the image and you can bend the brass up and the image, mat and cover glass will come out.

Glad to help Chuck. Be CAREFUL when touching the glass until you determine which glass has the image and which side of the glass has the image. Don't lay the image side of the glass on anything as it is easy to scratch the image surface.
