Wikipedia says: Oscar II (21 January 1829 – 8 December 1907), baptised Oscar Fredrik was King of Sweden from 1872 until his death and King of Norway from 1872 until 1905. I'm reminded of the English silk weavings called Stevengraphs, but around the beginning of the twentieth century there was also a French firm Neyret Frères that did similar things on "Jacquard" looms. Their work is sometimes marked with an "NF". The French call it : soie tissée. The firm was Neyret Frères of Saint-Etienne, France.
"Jacquard" looms are an interesting invention too and were a precursor to modern computers through their use of punch card technology. They go back to 1801.
A really interesting item. Perhaps 25 years on the throne in 1897?
