Can anybody help me identify this item? It's been passed down in my family for at least four generations. I've been told that it's Dutch. Appears to me to be some type of a match holder/ash tray/pipe and/or cigar holder. The mark on the bottom is shown in the 4th image - TA with the number 79 beneath it. Along the edge of the bottom are the Roman Numerals XIX. Any help will be much appreciated!

Thanks for your comments. It is definitely Dutch, as it was brought over from there by my ancestors. It does look a lot like the depiction of the guy on the link, toolate2.
