I picked this beast up and local antique store 1.5 miles from my house.
It's actually a cup dispenser. I had to drill out the lock which took like 2 hours I was surprised for it look nearly complete when I opened it.
I looked in a Soda Machines Book and the rarity was 4.5 out of 5.
