Your framed locomotive was made by decorative arts. They produced pictures, 3-d framed decorations, etc back in the 1960s-1970s. Some of the framed items had a mother of pearl look to it. They did ships, trains old cars etc. Not actually Railroad issued this type of item is only worth what someone is willing to pay for it's decorative value. I would put it up for auction on ebay.
