This is a medal minted by the National Historic Mint (no relation to the U.S. Mint) - It is the 1984 AA Ronald Reagan Double Eagle Commemorative medal and is layered in .999 silver. Not solid silver, only layered or technically "plated".
I never would have recognized Reagan by this unless told who it was supposed to be.
