I have a friend who is going crazy he has had this in his house for some time the black chest looking pieces fit into the black screw top and screws onto the bottle they have tiny holes in them also the other attachments screw onto the bottle as well can someone help me I though it was from the cold war time period but im not to sure

what's on the tips of the black pieces, rubber, felt?
I would hazard a guess that it could be for applying glue of some kind.
Is that a rubber roller and is it attached to a liquid reservoir?
