      Backstamp was used from 1951 to about 1964 - Do not know the pattern name and yes, it is part of a two or three tier plate stand.

      THE PATTERN IS #524 - YELLOW DAFFODILS AND PURPLE FLORAL. Per an eBay listing

      Looking closer the numbe 524 is what is scribbled on the bottom.
