      Your "84" mark in a rectangle is the Russian Kokoshnik mark used for the period 1908-1926.
      source: Silvercollection dot it site, under the heading "Other Kokoshnik marks used in the period 1908-1926"
      http://www.silvercollection.it/dictionarykokoshnik.html

      The 84 is one of the four Russian standards to indicate silver purity.

      So, 84 zolotniki = 84/96 or 875/1000 parts pure silver fineness, or .875. As a comparison, "sterling" silver is 925/1000 fineness or .925.

      The other mark, when the spoon is reversed, is the maker's mark. The B is the Cyrillac letter "Ve" and the ? is the Cyrillac letter "Be." I am not able to identify this silversmith.

      So, the Cyrillac script B? translates to the Latin letters VB.

      I see that my cut and paste of the Cyrillac letter "Be" didn't print and instead is a question mark. Anyway, it is the other symbol that I will try again:

      B? = VB

      :-) one more try and then I give up:

      BБ = VB
