Bought this at a garage sale this week but no one knows what it is. It has a wooden handle with a bicycle grip. It is stainless plated, no sharp edges. By pushing the side tab off the pin, you can flip the "hoop" over and lock it in place. No markings.
Some suggested a weeding tool but it isn't very solid. Something to hold a bag open? A garment tool for stuffing filling, inserts, mitts?? Plastering tool?

Thanks for getting back. No disrespect, but is that a guess or do you know for sure? It seems flimsy but it does look like a garden tool.
