Is it an antique?

I'm just curious if anyone may know any history on this chair? My dad painted it white when I was a kid. But I do remember it being a rich mahogany color. The seat bottom says 91 rugby red. It's obviously been recovered. The fabric underneath the floral is red stripped.

I would love to know a bit of history on this chair, if there is any? My mom said it might have been her mother's, but she isn't sure.
