      He only has one arm and leg. Looks like he is driving something ?

      It looks like he would be in a horse drawn vehicle of some sort.

      looks very similar to the character in the Marx Donkey Pulling Cart wind-up; perhaps a similar toy.

      It's a Marx tractor driver. With the tab also out the back it would be for the crawler type.
