Old Green Glass Chopper (?)

Just picked this "find" up at a flea market. Top is made of bakelite with a threaded metal piece going thru it, and is impressed "Crescent, Patented." This metal thingamabob turns (screws) inside the cap, and makes a clicking noise, REALLY don't have a clue what it is supposed to do?!

Bottom has the HA mark and glass is very clean and clear. It does look to have the dust of something that was ground in it from before....I am thinking this was a grinder of some type, for pills or ? etc.

Measurements: 3" tall by 1-1/2" wide at octagon base and 2" from end of handle to end of handle. The two holes in top of cap measure 1/4" in diameter.

Any ideas would be much appreciated!
