Help identify this antique mystery item!

I would really like some information as to what this is, so far in the limited research I have been able to do I have come up with this:

prigin-Indonesia?
symbol on top-Flower of life?
Time period- 1890-1940?

Let me know if you can tell me anything else about it, or where I might find something about it.
