German Porcelain Clown

Hi,

I have this charming piece that was my mother-in-law's of which I inherited, and I am not quite sure what it is. Yes, I know it's a clown, but if you look closely you will see holes in the base, which I believe it is suppose to be sewn to something. A couple of guesses is maybe a topper for a powder pack, or a pin cushion. If anyone know for sure please let me know.
