This is an all plastic 10 pin, I'm unsure as to the exact manufacturer, but I believe it was made by Target. The same company that makes duckpins and candle pins. No markings on it other than what is shown on the base. Given the overall finish which is very similar to the 5 pin and several of the duckpins I have.
