unknown glass plate

I bought a set of these glass plates at a yard sale. I collect Americana items because I was born on Flag Day.

These plates appear to be depression glass or cut glass. They are clear. There is an American Eagle in the center surrounded by grape clusters. The outside edge is decorated with unknown designs and contains some stars. The back of the plate has tiny bumps on the surface.

Please help me to identify the pattern, and maker and value~
