I believe this to be french in origin. It is sterling as you can see the mark in the third picture. The top has some prongs inside the 'cup' like thing. the ring clamps down. I think it may be a cork puller or champagne opener maybe but welcom any help in identifying.
Thanks so much for the help--folks this is a leg of lamb holder used to hold the leg bone for carving! Who'd a thunk it?
