Not Sure what this is

I bought this at a Mens Clothing store that was opened in 1964.
The owner said he bought this statue in the early 70's. I looked for markings but don't find any.
I am thinking it may be a Prelude or Esco statue. But I can't find any that look like this.
Not sure if it is a Carperbagger or Mad Hatter or maybe an Uncle Sam. It has playing cards in his hat but a carpet bag or some sort of bag he carries. Any info would be great.
I only paid 10 bucks for it. Had to have it.
