I went to a FreeSale that was posted on Craigslist. Found this in a box, I thought it was a telescope. But after some digging around on the internet I found out it is a surveyors tool. A Wye Level, it has Tamaya & Co. Ginza Tokyo and a heart shape with a capitol t inside on one side and patent no. 15195, 28559, 29251 and No. 143 on the other side. I researched Tamaya & Co. but could only find info on Sextants and slide rules. I can't find anything else about it.
